The Hillsboro Civic Center Mixed Use Project (the “Project”) consists of a five-story City Hall building, a two-story Plaza Building , two public plazas, housing, and associated parking.  The Project site is located in historic downtown Hillsboro , south of Main Street between First and Second Avenues. 

On September 6, 2002 , the Hillsboro City Council unanimously approved a resolution endorsing the Disposition and Development Agreement with the Specht Team for the Project.  Construction of the Project will commence in the spring of 2003, with completion scheduled for the first quarter of 2005.  The cost of the City portion (excluding the housing component) of the Project is currently estimated to be $28 million. 

• City Hall Building :  Approximately 100,000 sf of Class A office space elevated over on-grade parking.  A 250 seat auditorium will be located on the first floor.
• Plaza Building :  Approximately 30,000 sf of Class A office and retail space interconnected with the second story of the City Hall Building.  The ground floor will include of two for-lease retail suites, while the second floor will be occupied by the City.
• Public Plazas:  The North Plaza is approximately 24,000 sf, and may be expanded to over an acre for larger events of 5,000 or more people by incorporating the Main Street right-of-way between First and Second Avenues.  This plaza will include an amphitheater with seating for approximately 700 people.  The amphitheater also provides the podium on which the City Hall Building is located.  A water feature, landscaping, benches, public restrooms, and outdoor seating for retail establishments will enhance the pedestrian experience.  The North Plaza will also be used for a variety of community events, including the Hillsboro Farmer’s Market.  The South Plaza is approximately 11,000 sf, connecting the City Hall, to the housing portion of the Project to be developed south of Washington Street . 
• Housing:  The housing portion of the Project, consisting of 120 one and two bedroom rental units, will be developed by GSL Properties, Inc.  While the majority of the units will be restricted to households earning not more than 60% of the area median income, the 29 units located east of Second Avenue will be market rate housing.  The residential buildings will range from two to four stories, with approximately 180 parking spaces located onsite, some of which will be covered.  Retail space will also be located on the ground floor of the residential buildings.
